PSC Applauds the Enactment of National Security Supplemental Appropriations


Arlington, Va. (April 25, 2024) – The Professional Services Council (PSC) applauds Congress and the President for enacting H.R. 815, “Making Emergency Supplemental Appropriations For the Fiscal Year Ending September 30, 2024, and For Other Purposes.” Providing emergency FY24 supplemental appropriations to support Ukraine, Israel, and the Indo-Pacific region, this bill supports both America’s defense industrial base and our security interests around the world.

“Strong bipartisan votes by Members of Congress and Senators send a clear message to our adversaries, that the United States stands by its commitments to democracies facing threats around the world,” said David Berteau, PSC president and CEO. “The rapid implementation by the Defense Department in its announcement of the fifty-sixth tranche of equipment for Ukraine from DoD inventories to Ukraine reflects the urgency of the need and the speed of the response.”

Berteau added, “One of the clear lessons from Ukraine is the vital importance of logistics and support. The supplemental opens a path to focus American support for Ukraine on building that nation’s capacity to repair and replenish its equipment, in keeping with the administration’s signing in December 2023 of Statement of Intent on Co-production and Technical Data Exchange. Sustainment and repair is the fastest way to maintain capability in Ukraine while building capacity for the long term.”
